Abstract [en]

Background: HR managers are facing new challenges and opportunities related to the impact of digitalization on HR as a function and process. How HR managers, in the public and private sectors, are experiencing digitalization is a missing research field. An experience is based on the individual and can therefore vary. Furthermore, the speed of technology is rapidly changing, and at the same speed the HR managers experience of digitalization can change. This study is about comparing the public and private sectors in relation to digitalization from an HR-manager perspective. 

Purpose: To compare HR managers’ experience of digitalization, in terms of opportunities and challenges, in the public with the private sectors. 

Method: This study has an inductive approach, using a qualitative research methodology and a comparative case study as the research design. For this study, 8 semi-structured interviews have been executed with HR managers. The study overall adopts an interpretative approach with a constructivist perspective. 

Conclusion: The conclusion is that HR managers' experience of digitization in the form of opportunities and challenges includes both similarities and differences within the two sectors. However, the experience is overall positive where digitization is seen as an opportunity. The conclusion also includes that this difference between sectors could possibly be due to a direct influence, for example government regulations and industry, but also an indirect influence, for example war and inflation. Common factors that influenced the experience have also been identified and include the advancement of the HR role, increased digitization and the development of technology.

Bakgrund: HR-chefer står inför nya utmaningar och möjligheter av digitaliseringens påverkan på HR som funktion och process. Hur HR-chefer i den offentliga och privata sektorn upplever digitalisering är ett saknat forskningsområde eftersom en upplevelse är högst individuell. Tekniken utvecklas i snabb fart, i samma hastighet kan HR-chefers upplevelse av digitalisering förändras. Denna studie handlar om att jämföra den offentliga med den privata sektorn i relation till digitalisering utifrån HR-chefers perspektiv. 

Syfte: Att jämföra HR-chefers upplevelser av digitalisering, i termer av möjligheter och utmaningar, i offentlig med privat sektor 

Metod: Denna studie har en induktiv ansats, med en kvalitativ forskningsmetod och en komparativ fallstudie som forskningsdesign. I denna studie har 8 semi-strukturerade intervjuer utförts med HR-chefer. I sin helhet har studien ett tolkande synsätt med ett konstruktionistiskt förhållningssätt. 

Slutsats:Slutsatsen landar i att HR-chefers upplevelse av digitalisering i form av möjligheter utmaningar inbegriper både likheter och skillnader inom de båda sektorerna. Upplevelsen är dock övergripande positiv där digitaliseringen ses som en möjlighet. Slutsatsen inkluderar också att denna skillnaden mellan sektorer möjligen kan bero på en direkt påverkan, exempelvis statliga regelverk och bransch, men också en indirekt påverkan, exempelvis krig och inflation. Gemensamma faktorer som påverkat upplevelsen har också identifierats och inbegriper HR-rollens framfart, en ökad digitalisering och teknikens utveckling.
