Bostad först-verksamheten är inte en isolerade ö

I denna studie undersöks och analyseras implementering av Bostad Föst (BF)-modellen utifrån perspektivet av implementeringsteori, genom beskrivningar av intervjupersoner. Studien har genomförts med kvalitativa forskningsmetoder och innefattar tolv semistrukturerade intervjuer med representanter från elva svenska kommuner samt en utredare från Socialstyrelsen. 

Resultaten från studien har analyserats och diskuterats utifrån två huvudteman: kärnkomponenter och kompletterande komponenter. Enligt implementeringsteorin av Fixsen et al. (2005) innefattar kärnkomponenter faktorerna som anses vara viktiga inom implementering av modellen. Dessa inkluderar rekrytering av personal, utbildning och kompetensutveckling, kontinuerlig rådgivning och handledning, utvärdering av personal och program, administrativt stöd och systeminterventioner. Kompletterande komponenter innefattar tankeskifte och lokala anpassningar, två viktiga faktorer som identifierats genom vår datainsamling och även stöds av tidigare forskning. Temat belyser faktorer som spelar en viktig roll i implementering av BF-modellen, men inte behandlas tydligt inom implementeringsteorin av Fixsen et al. (2005).

Abstract [en]

The housing first operation is not an isolated island

In this study, the implementation of the Housing first (HF) is examined and analysed from the perspective of implementation theory, based on the descriptions from interviewees. The study was conducted using qualitative research methods and includes twelve semi-structured interviews with representatives from eleven Swedish Municipalities and an investigator from the National Board of Health and Welfare.

The study results have been analysed and discussed based on two main themes: core components and complementary components. According to the implementation theory of Fixsen et al. (2005), core components include factors that are considered essential for implementing an intervention. Core components include; staff selection, preservice and in service training, consultation and coaching, staff and program evaluation, facilitative administrative supports, and system interventions . Complementary components include mind shift and local adaptations, two significant factors identified through our data collection which are supported by previous research. The theme highlights factors that play an important role in the implementation of the HF, but are not clearly addressed within the implementation theory of Fixsen et al. (2005).
