Abstract [sv]

Mötet mellan arbetssökande (kunden) och arbetsförmedlaren beskrivs i forskning som en viktig del för att korta tiden i arbetslöshet. Arbetsförmedlingens kundinsikter är många och det är väl belagt vilket behov av stöd och service som kunderna efterfrågar i kundmötet. Däremot saknas ett strukturerat arbetssätt för att tillämpa dessa kundsinsikter i den operativa verksamhetsutvecklingen. Med utgångspunkt i befintliga kundinsikter beslutades att testa ett nytt arbetssätt inom myndigheten.

Förbättringsarbetets målsättning var att förbättra kundupplevelsen i kundmötet. Arbetet genomfördes på Arbetsförmedlingens lokala kontor i Södertälje med inspiration från Experience Based Co-Design-metodiken (EBCD) genom att låta kundernas och medarbetarnas erfarenheter styra framtagandet och utformningen av förbättringsaktiviteterna. Kvalitén i kundmötet definierades utifrån vad kunderna uttryckt var viktigt i mötet med myndigheten. Två förbättringsaktiviteter genomfördes och utvärderades genom kontinuerliga kundenkäter. Resultatet av förbättringsarbetet visade på att kunderna i större utsträckning upplevde att arbetsförmedlaren förstod deras bättre.

Syftet med studien var att utforska vilka faktorer som påverkat medarbetarnas motivation utifrån att ha arbetat med det EBCD-inspirerade arbetssättet. Genom kvalitativ metod genomfördes semistrukturerade intervjuer med samtliga medarbetare som ingått i projektet. Analysen visade att avgörande för motivationen var just att förbättringsarbetet handlade om de ”mjuka värdena”- att förbättra kundmötet. Den höga graden av delaktighet i projektet kring framtagande och genomförandet av förbättringsaktiviteterna var avgörande, liksom de kontinuerliga uppföljningarna av resultaten. Slutsatsen är att arbetssättet främjat medarbetarnas delaktighet i myndighetens kvalitetsförbättringsarbete och att den höga motivationen troligtvis haft effekt på resultatet av det förbättrade kundmötet. Detta förbättringsarbete och studie har visat på ett arbetssätt som mycket väl skulle kunna anpassas till andra verksamheter inom välfärden för att utveckla och förbättra mötet mellan medborgare och profession.

Abstract [en]

The meeting between job seekers (the customer) and the employment officer is described in research as a crucial aspect for reducing the duration of unemployment. The Public Employment Service's customer insights are numerous, and it is well-documented what kind of support and services customers seek during meetings. However, a structured approach for applying these customer insights in operational process development is lacking. Based on the customer insights, it was decided to test a new methodology within the agency. 

The objective of the improvement project was to enhance the customer experience during the meetings and interactions with the customer. This effort was conducted at the local employment service office in Södertälje, inspired by the Experience Based Co-Design (EBCD) methodology. This approach allowed the experiences of both customers and employees to guide the development and design of improvement activities. The quality of the customer interaction was defined based on what customers expressed as important in their meetings with the agency. Two improvement activities were carried out and evaluated through continuous customer surveys. The result of the improvement work showed that customers increasingly felt that the employment officer better understood their needs.

 The purpose of the study was to explore the factors that influenced employees' motivation from working with the EBCD-inspired approach. Using a qualitative method, semi-structured interviews were conducted with all employees involved in the project. The analysis revealed that a critical factor for motivation was the focus on “soft values” – improving the customer meeting. The high level of involvement in the project concerning the development, implementation, and continuous follow-ups of the results were also critical factors. The conclusion is that the approach has promoted employee participation in the agency's quality improvement work and that the high motivation likely impacted the outcome of the improved customer meetings. This improvement work and study have demonstrated an approach that could very well be adapted to service in welfare to develop and enhance interactions between citizens and professionals.
