AI in Public Organization – Challenge or opportunity? : A study on how AI usage and its challenges & opportunities within public organizations are perceived from the perspective of HR employees. (English)
Abstract [sv]

Abstract [en]

Background: In a society where AI is increasingly taking over, organizations need to keep up with technological developments. The study investigates through a qualitative way the challenges and opportunities of AI use in public organizations, from the perspective of HR employees. Existing studies have primarily used quantitative research methods.

Purpose: A study on HR employees` perspectives on Artificial Intelligence (AI) in public organizations, focusing on its challenges and opportunities.

Method: The study applies a deductive approach, a qualitative research strategy grounded in an epistemological stance. Data collection was concluded through semi-structured interviews. The empirical data has been analyzed through a thematic analysis. This process led to the identification of four main themes: AI-tools usage in the organization, future AI-tools, opportunities for AI use, and challenges with AI use. Each of these themes is anchored in a relevant theoretical framework, culminating in a final model.

Conclusion: AI use in the three public organizations differs in both approach and breadth. Despite this, all organizations face similar challenges but have unique needs and thus see different opportunities and further uses for AI.
